Celebrating Culture, Community, and Housing at Patsy Surh Place

On May 21, TAPCO staff were honored to attend the grand opening of Patsy Surh Place, a new affordable housing community for seniors located in Tacoma’s vibrant Lincoln District. This landmark project is a collaboration between the Asia Pacific Cultural Center (APCC) and the Low Income Housing Institute (LIHI), and marks an inspiring step forward for inclusive housing in our region.
Patsy Surh Place, named in honor of local leader and APCC founder Patsy Surh O’Connell, stands as a beautiful reflection of her legacy and life’s work. A cultural advocate and artist born in Shanghai to Korean parents, Mrs. O’Connell immigrated to the U.S. in the 1960s. Her vision to celebrate and connect communities through Asian and Pacific Islander heritage led to the founding of APCC in 1996—and now, to this new community rooted in belonging and dignity.
Located at 3740 South G Street, the six-story building features 77 affordable units for seniors aged 55+, with thoughtfully designed amenities including a community lounge, gallery space, outdoor courtyard, and commercial retail space to support local small businesses. It’s not just a place to live—it’s a place to thrive.
During the ceremony, Pierce County Executive Ryan Mello shared how meaningful it is to see the building named after someone who has brought so much cultural beauty to our region. Tacoma Mayor Victoria Woodards emphasized the importance of ensuring our elders can age with dignity, stating, “This project is a testament to what we can achieve when we prioritize compassion and inclusivity.”
